According to a study by the Institute for College Access and Success, the majority of Illinois college graduates carry student debt, but the average burden varies by more than $20,000 depending on the public university a graduate attends.
Some Illinois colleges have enacted a tuition freeze for the 2022-23 academic year, which means incoming students will not pay more tuition than students who enrolled a year earlier.
Illinois’ “Truth in Tuition” law states that undergraduate students enrolled in the state will not see a tuition increase during their first four years of graduate school. The state is one of three in the United States to have tuition freeze laws, along with Oklahoma and Texas.
The Tuition Locking Act was amended in 2010 to allow for a fifth and sixth year of locked tuition where administrators can charge a student the designated tuition amount for students who have started a year after the student.
Tuition freezes can be extended beyond the four- or six-year limits depending on the specific requirements of a major or program.

Governors State University
